2021 CEDS CoverThe cornerstone of Bi-State's economic development planning assistance is the Comprehensive Economic Development Strategy (CEDS). The CEDS is fully updated every five years, with progress reports in between years. Bi-State is in the process of preparing an updated 2026 CEDS. Through the CEDS planning process, communities across the Bi-State Region create an overarching plan to guide and coordinate econmic development. The most recent CEDS documents are available below.

More about the CEDS

The CEDS process is required for the region to receive investment from the U.S. Department of Commerce, Economic Development Administration (EDA). EDA funding has been vital to the region's economy over the years investing in industrial sites, commercial sites, rail facilities, and revolving loan funds. The 2021 CEDS was approved by the Bi-State Regional Commission on April 28, 2021. Please contact Executive Director Denise Bulat with comments.
