Long range transportation planning serves a variety of purposes.
It forecasts future travel demand and freight needs. It also analyzes the current
transportation system's ability to meet these demands and identifies what improvements
will be needed to address excess demand. As projects are identified, they are
then directed through the short-range planning and programming process to ultimate
implementation or construction.

2040 Plan Update
Every five years the Quad City Area long range plan is updated. Public involvement is a key component in plan development. The update is scheduled to be considered for adoption in March 2011. Draft chapters are expected to be presented at Technical and Policy Committee meetings. Drafts will be posted to coincide with Policy Committee review. A public opinion survey was launched 7/17/09 through 8/7/09 to solicit input on the area transportation system. Results are summarized below:
2035 Plan (Adopted)
An update of the Quad City Area, IA/IL Long Range Transportation Plan. It was adopted by Bi-State Regional Commission on March 22, 2006. The Plan forecasts over thirty years into the future the Quad Cities Metropolitan Area's transportation needs. The plan examined road and highway needs and also transit, pedestrian/bicycle, rail and other intermodal transportation needs. The Plan is financially attainable, therefore revenue forecasts are included.
The 2035 Plan addresses a variety of transportation goals including:
Supporting economic vitality
Increasing safety and security
Increasing accessibility and mobility
Protecting and enhancing the environment
Enhancing the connectivity and integration between transportation modes
Promoting efficient system management and operation
Emphasizing the preservation of the existing system
These transportation goals are part of an action plan which will help meet
the Quad Cities' transportation needs. The Action Plan sets the foundation for
implementing future projects in the Quad Cities. One of the highest priorities in the metropolitan area is maintaining the existing transportation system. Funding efforts toward system maintenance is estimated at 70 percent.
Region 9: Rural Scott County Area and Muscatine County, IA
The Region 9 Long Range Transportation Plan identifies the needs within rural Scott County and all of Muscatine County in Iowa. The plan examines transportation goals and needs related to roads, highways, transit, pedestrians, bicycles, rail and other intermodal transportation needs. The Plan presents future projects that are financially attainable and outlines general revenues that may be available.
Region 9 Plan Update
An update of the Iowa Region 9 2035 Long Range Transportation Plan was adopted June 15, 2009.
