The Department’s Corridor Planning Grant Program is a five-year $15 million grant program for local governments in urbanized areas. The program will support planning activities that promote the integration of land use, transportation and infrastructure facility planning in transportation corridors in Illinois. Grant recipients must be a county or municipality within the identified urbanized areas. The program encourages partnerships, but a county or municipality must be the grantee.

Highway Bridge Program (HBP) |

Previously known as the Highway Bridge Replacement and Rehabilitation Program (HBRRP), HBP funds are allocated to counties based upon the deficient square footage of county, township and municipal structures combined. Requests for local agencies to use HBP funds will be made through the County engineer with the approval of the IDOT District. Municipalities with 15,000 or greater population will program HBP funds directly through the IDOT District with the allocation coming from county allotment. State matching assistance is based on 59% federal funding and 41% local match. This match ratio is variable each year and is generated to result in utilization of the entire state matching assistance amount.

The purpose of the RFP is to provide capital assistance to communities, railroads and shippers to preserve and improve rail freight service in Illinois. The primary role of the program is to facilitate investments in rail service by serving as a link between interested parties and channeling government funds to projects that achieve statewide economic development. IDOT will generally provide low interest loans to finance rail improvements and, in some cases, provide grants. The focus is on projects with the greatest potential for improving access to markets and maintaining transportation cost savings, and where state participation will leverage private investments to foster permanent solutions to rail service problems. A benefit/cost ratio is used to evaluate potential rail freight projects.

The Illinois Transportation Enhancement Program (ITEP) is a reimbursable program that is funded by a 10 percent set aside of the Federal Surface Transportation Program. The ITEP provides funding for community-based projects that expand travel choices and enhance the transportation experience by improving the cultural, historic, aesthetic and environmental aspects of our transportation infrastructure. Each state has the flexibility to create a program that best suits its needs, within the limits of federal and state law. Project sponsors may receive up to 80 percent reimbursement for project costs. The remaining 20 percent is the responsibility of the project sponsor. In order to qualify for funding, a project must qualify as one of the 12 eligible activities and it must relate to surface transportation. Funding is provided under the current federal transportation legislation, Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). The program includes transportation-related activities that contribute to the quality of life for communities, promote the quality of our environment and enhance the aesthetics of our roadways.
